Section 1
Rules and Regulations |
All members and participants shall be
subject to the rules and regulations of
Ventura Racing Association, herein
referred to as VRA, as hereinafter set
forth and such rules and regulations as
may be promulgated during the season. A
driver, car owner, mechanic, competitor,
official or contestant when duly
licensed and registered by VRA is then a
member of VRA until the end of the
current calendar year or until otherwise
notified.
1.
All drivers, car owners and officials
must be licensed by VRA before taking
part in sanctioned events. VRA license
must be carried at all times and
presented on demand to any official.
Violators subject to fine or suspension.
All drivers must be in good standing
prior to the close of the season in
order to collect or participate in post
season awards.
2.
There shall be an annual license fee for
all drivers and general members to be
determined at the beginning of each
season. Car number registration $20.00
All required paperwork for driver or
owner must be completed and turned in to
Raceway prior to members 2nd event of
the season. Failure to do so shall
result in loss of points and purse for
any event until all paperwork is
submitted..
3.
Car registration applications must be
filed along with license application by
the car owner.
4.
VRA reserves the right to approve or
reject any and all license applications.
5.
No license will be issued until a fully
completed and signed license application
has been received.
6.
Only VRA members in good standing and
non-members holding proper pit
credentials will be allowed in the pits.
Driver may only be on track while
engaged in competition. Crew may go onto
track area only with permission of
Raceway officials. In the event of a red
flag, all crew members must remain off
the track until the track is declared
open by the VRA official at the track
entrance gate. Anyone forcing their way
onto the track without permission shall
receive a fine of no less than $50 and
loss of pit privileges for the remainder
of the event.
7.
Any VRA Driver who allows any person to
use, or attempt to use, his license or
event pit pass in any manner, shall be
subject to the loss of 250 points, fined
$100.00 and suspended for two races.
Non-driver member shall forfeit their
membership.
8.
VRA members are not employees of VRA and
are independent contractors, and assume
and take all responsibility for all
charges, premiums and taxes, if payable
on any funds they receive as a member of
VRA.
9.
A record of earnings will be kept by VRA
according to car number and credited to
the individual registered owner. The
registered car owner should sign for all
monies won and all checks will be made
out to him/her. The Internal Revenue
Service requires that prize monies (in
excess of $600.00) be reported to them
annually.
10.
No person serving as an officer,
official or employee of any other racing
organization, not specifically approved
in writing by VRA is eligible for
licensing by VRA.
11.
Any person over 16 years of age may
apply for a regular VRA license. Junior
classes require a restricted license
with age listed in their rules.
12.
If proof of driving ability is deemed
necessary, tests may be conducted by and
at the discretion of VRA officials.
Their decision shall be binding on
applicant.
13.
If and when deemed necessary, VRA
officials shall have the authority to
request on a physical examination of any
applicant or license holder. Failure to
comply with such request may result in
application for membership being denied
and applicant, if a driver, not being
allowed to compete.
14.
All cars taking part in VRA events must
be registered by the licensed owner.
15.
Car numbers will be assigned by VRA only
in the order in which applications are
received. Whenever possible requested
numbers will be assigned, but VRA
reserves the right to issue all numbers
in order to prevent duplication and
maintain proper records.
16.
In the event a car is owned by a
partnership or corporation, license will
be issued to one person only.
17.
An owner of a registered car may
transfer number to a replacement car
upon sale or destruction of original
licensed car.
18.
No license may be transferable except as
in Rule 17.
19.
When a licensed car is sold, a new owner
must file a car registration application
and new license and car number will be
issued, unless it is a replacement as in
Rule 17.
20.
No car may be sold or transferred for
the express purpose of circumventing a
suspension to that car. Any car under
suspension may not be raced even if the
car has been sold and ownership
transferred. Suspensions must be served
and fines paid prior to the end of the
season. If not, they carry over into the
next season. No car may be registered
with outstanding penalties from the
preceding year.
21.
No Duplicate numbers may be registered
in same class.
22.
When a registered car is sold, VRA must
be notified of date of sale, and to whom
the car has been sold.
23. When a number other than that
officially assigned is used, VRA assumes
no responsibility in event of error in
scoring, point tabulation or purse
payment.
24.
No person under the age of sixteen (16)
may be allowed in the pit area, with the
exception of licensed VRA drivers or
minors with prior VRA approval. Any
driver under the age of 18 must have a
parent or legal guardian fill out and
sign a minor release form. Failure to do
so will result in suspension for a
minimum of two events.
25.
No car number may be changed on Raceway
premises except to avoid duplication by
order of VRA Race Director.
26.
All cars must carry their assigned VRA
numbers before entering the Raceway
premises.
27.
Car numbers will be issued as follows:
all VRA classes 00-99. Numerals must be
in contrasting colors. All numbers must
be readable from the scoring tower by
the scorers. Any numbers deemed
unacceptable shall be changed. Numbers
must be applied on both doors, both
headlight covers, and on car top,
readable from the right side. Sprint
Cars must have numbers on nose and both
sides of tail tank. Drivers and teams
are to make all efforts to field neat
and clean appearing cars at all events.
Cars not conforming to this requirement
may not be allowed to race.
28. Any race meet or event not run under
VRA rules and not authorized by VRA
shall be considered
an unsanctioned event.
29.
Any licensed or registered VRA member or
participant violating any VRA rules or
regulations may be penalized by
disqualification, suspension, fine, loss
of points and may be required to post a
bond insuring future adherence to rules.
At the discretion of the VRA official in
charge any or all of these penalties may
be imposed.
30.
No registered VRA member under
suspension will be permitted to
participate in any event, regardless of
sanctioning body, or be allowed to enter
pits or racing area until suspension
period is completely served.
31.
ANY DRIVER, CAR OWNER OR CREW WHO
PERMITS A CAR TO BE DRIVEN IN ANY VRA
RACE MEET BY AN UNLICENCED PERSON, OR
FAILS TO NOTIFY VRA OFFICIALS OF ANY
CHANGE OF DRIVER DURING A RACE MEET
SHALL BE SUSPENDED AND/OR FINED.
Also, all points earned by that car for
that and all preceding races may be
taken away. |

1.
No members will be allowed in pit area
until he or she has secured a pit pass
and signed waivers for that particular
race. Violation is punishable by a
mandatory fine of $50.00 and/or
disqualification of driver and car
associated with violation.
2.
Pit passes are issued for a fee at the
pit office.
3.
A valid VRA license must be shown when
signing for a pit pass. Members without
their VRA license in their possession
will be treated as a nonmember.
4.
Pit passes are not transferable.
5.
Drinking of intoxicating beverages or
use of contraband drugs on the racing
premises is strictly forbidden. ANY
PARTICIPANT IN ANY VRA EVENT WHO SHOWS
ANY EVIDENCE OF HAVING PARTAKEN OF ANY
ALCOHOLIC BEVERAGE OR DRUGS MUST LEAVE
THE PREMISES IMMEDIATELY AND WILL BE
SUBJECT TO A MANDATORY FINE OF NOT LESS
THAN $50.00 OR MORE THAN $250.00.
6.
Promoter or Race Director has the right
to reject the entry of any car or
driver.
7.
No driver or crew member may enter
racing area until he has signed all
releases, registration and/or entry
forms. No person will be permitted at
any time to sign the VRA release sheet
for anyone other than himself. Violation
will be a minimum $50.00 fine. Second
violation will result in loss of
seasons' points and suspension for
remainder of the season.
8.
At all race meets the driver assumes
responsibility for actions of his pit
crew or guests. In every respect, the
driver will be the sole spokesman for
his owner and pit crew in any and all
matters pertaining to the race and must
talk to the VRA officials in charge. The
driver may name a pit captain, who is a
VRA member, who will have the sole right
to speak for him in his absence.
9.
No licensed member or participant shall
subject any official to abuse or
improper language at any time.
Violations carry indefinite suspension
and/or fine. Any member or participant
who shall commit an assault or shall
threaten to do bodily injury to any VRA
official or such person serving under
their orders shall be subject to
suspension and/or fine not to exceed
five hundred dollars ($500.00) and/or
loss of all points as of date of
infraction.
10. Decisions of race officials on
interpretation of rules pertinent to
race procedures or scoring of positions
shall be considered final.
11.
No driver, car owner or mechanic shall
have any claim for damages, expenses or
otherwise against promoter, track
operator, VRA or its officials by reason
of disqualification or damage to either
car, driver or both and they agree the
track is in a safe and usable condition
if they take part in the racing
activities.
12.
VRA officials have the right to subject
any driver to a physical examination
before being allowed to compete. Any
driver requiring hospitalization will be
required to obtain a release from his
physician before allowed to return to
competition. Subject to approval of Race
Director.
13.
No VRA member shall take part or
participate in any strike, boycott,
unsportsmanlike behavior or any other
action or activity considered
detrimental to VRA or Ventura Raceway.
Violation will mean immediate suspension
for each participant. If participant is
driver, owner or crew member of car,
that car, which they are associated
with, may not participate in any VRA
event until all fines are paid and
suspensions are completed.
14.
No VRA member will participate in fights
in pits or on Raceway premises at any
time. Violation will result in a fine of
no less than $100.00 and immediate
suspension for each participant. Any
cars with which the members or
participants are associated will not be
allowed to compete until all fines are
paid and suspension completed.
15.
VRA members agree to abide by official’s
decisions.
16.
All drivers, car owners and/or mechanics
assume full responsibility for any and
all injuries sustained, including death
and property damage, any time they are
on Raceway premises and in route thereto
or there from.
17.
Rules may be subject to change and
revision by VRA upon notification to
license holders at least seven days
prior to effective date. Posting of
change on pit board, Ventura Raceway web
page, handout at pit office or VRA
bulletin mailed to last known address
shall constitute notification. Notify
pit office of any change of address.
18.
VRA reserves the right to judge, decide
and establish what constitutes a legal
car. A legal car is one which has met
all VRA safety, appearance and technical
requirements, and has a signed tech
sheet on file with VRA.
19.
All drivers and pit crews are required
to be neat and clean in appearance.
Shirts and shoes must be worn. Failure
to comply to the above may result in
non-admittance into the pit area and/or
fine.
20.
Cars leaking water, oil, gasoline or
showing excessive smoke may be black
flagged from the race at the discretion
of officials.
21.
Competitors are not permitted in the
press/scoring tower and official’s
office without specific permission from
the Race Director. Failure to comply may
result in fines or other penalties.
22.
A VRA division must have a quorum of a
least twelve (12) cars in running
condition or events for this division
are subject to immediate cancellation by
the track operator or Race Director.
23.
VRA and track operators are not
responsible for any damage or theft of
trucks, cars, tools or personal property
on Raceway premises.
24.
All competitors and personnel are
restricted from the infield and from
crossing the track unless the pit area
is specifically designated in the
infield area. Violators will be subject
to $100.00 fine and/or suspension.
25.
No one will be allowed to wear a shirt
or jacket that is the same or similar to
those worn by the VRA officials, with
the intent to deceive officials or
drivers. The use of official shirts or
jackets will be up to the Race Director.
26.
All drivers wishing to obtain a VRA
driver membership may be required to
take and pass a race procedure and rules
test prior to racing their first event.
Rookie drivers may also be required to
take part in a rookie orientation
meeting at a time set by race officials.
27.
No transmitting or receiving devices
allowed in any VRA class vehicle. This
includes radios, onboard computers and
data transfer equipment. No scanners or
two-way radios in pit area or
grandstands. VRA may require an official
one way receiver to communicate with our
officials. This radio may be required in
some divisions and will have to be
purchased and maintained by the driver
or car owner.
28.
No driver or crew from any team is to go
into any competitors pit area, tech area
or grandstand area with intent to
threaten or accost any member of that
team due to on track, tech or any other
racing related incident. Problems are to
be dealt with, with the aid of a VRA
official. Failure to adhere to this rule
will result in fines, suspension or
both.
a.
A mandatory fine of $50 and a letter of
probation for first offense
b.
A mandatory fine of $100 and a two race
suspension for a second offense in the
same season.
c.
A mandatory fine of $500 and suspension
for the remainder of the season for the
third offense in the same season. |

Section 3
Safety Regulations |
The following is required in all VRA
Classes
1.
Nylon safety belts (three inch minimum
width) crotch strap and nylon shoulder
harness is required. Belts must be
securely mounted to roll cage. All
safety belts, shoulder harness and their
installation are subject to approval by
VRA Technical Director. No belt and
harness more than two years old may be
used. Assemblies not marked with the
date of manufacture, will not be allowed
- NO GRACE PERIOD.
2.
Drivers must wear full face helmet with
face shield or goggles, approved by the
Snell Memorial Foundation, S or SA, 2000
or newer with Snell sticker attached. No
“M” rated helmets or open face helmets
allowed in any class. Driver must wear
an SFI Rated fire suit (top and bottom),
two piece allowed. Window nets will be
required in all divisions. All drivers
must wear fire proof driving gloves,
neck collar brace, leather shoes, boots
or driving shoes during any on track
activities. Any helmet that shows
excessive wear, damage or non approved
modification may be rejected for use
regardless of the Snell date and sticker
located on the helmet.
3.
All cars are subject to safety
inspection at any time before taking
part in a sanctioned race meet, speed
trial or special tests, or at discretion
of VRA officials.
4.
No driver shall compete in any event
with head or arm extended outside of
race car. Failure to comply will result
in immediate black flag and removal from
race.
5.
No race, time trial or warm-up shall be
started unless the following equipment
is on the premises:
a. An ambulance and attendant whose
minimum requirements shall be having
satisfactory completed an accredited
First Aid course such as the one given
by the Red Cross.
b.
Carbon dioxide and/or dry powder by
extinguishers or a fire truck.
6.
Cars may have one or two seats. Both
seats must meet all VRA seat and
seatbelt rules. If a car has two seats,
both left and right windows must have
VRA approved window nets, properly
installed. No one may ride on the
outside of a vehicle at anytime when it
is being moved on the track or in pit or
parking area.
7.
All stock cars must be equipped with an
approved type fire extinguisher with
visual gauge mounted on an approved
metal bracket, within reach of the
driver. No tape will be used to connect
or hold fire extinguisher in place. The
extinguisher must be certified as in
proper working order prior to the first
race that a car participates in each
season. Date must be within one year of
initial tech for season. An additional
fire extinguisher shall be included in
the pit equipment of each car.
8.
Center-top of steering post must be
padded with at least 2'' of resilient
material.
9.
Suggested roll bar design is located on
technical illustration page.
10.
Only approved ventilated gasoline cans,
equipped with a flexible filter nozzle
and/or tube will be permitted.
11.
Use of two (2) gasoline cans at the same
time while refueling will not be
permitted. Violation will mean instant
disqualification.
12.
All gasoline in the pit area must be
stored in fire department approved
safety containers.
13.
Not more than 20 gallons of gasoline per
car will be allowed in any one pit at
any time.
14.
No string type window nets allowed. Nets
must be of top release design. See
diagram on technical illustration page
15.
No rags or any type tape are to be used
on the motor, trans or rear end for the
purpose of holding parts in place,
stopping leaks, etc.
16.
All hoods must be securely attached by
hood pins. Cars with loose hoods may be
removed from competition. Pins must be
secured to the car by a cable.
17.
All cars must begin each event with all
body panels intact and securely fastened
to the framework. No car may continue in
any event without a hood, any door and
roof intact. Other damaged panels
missing will be at the discretion of VRA
officials. Cars with hoods not properly
attached or up must leave track for hood
repairs.
18.
No flammable items may be attached to
any car (advertising or decoration).
19.
No car may participate in any event with
anything protruding from the normal
lines of the car. (i.e., stuffed
animals, antennas, signage, etc.)
Decisions on this provision are final.
20. No car may carry any type of stuffed
animal in the car due to fire
regulations.
21.
During any racing event, no car may
leave the track and go to pit area for
repairs. All work must be done in
designated work area for that evening's
events as discussed at drivers' meeting.
Failure to comply will result in
immediate disqualification.
22.
No wheels are allowed that do not meet
the specifications and tolerance of the
Tire and Rim Association. No lightweight
wheels or oversized wheels which have an
increased circumference of the bead
flange.
23.
Items not covered in this section, are
not considered legal by their omission.
Any item not covered must be approved by
VRA Officials prior to their
implementation.
24.
No glycol based coolant allowed. |

Section 4
Pit Procedures |
1.
Each officially entered race team is
entitled to a pit space for the entire
race meet. This space is your
responsibility and will be occupied for
the duration of the meeting. Any team
needing to leave prior to the official
end of the event is required to get
permission from a race official. This is
to protect you and your race equipment.
2.
All tires and rims must be clearly
marked with the car number for which
they are being used. Teams must remove
all used or damaged parts, used tires
and other trash from their pit areas at
the end of each event. This includes
oil, gas or any other fluids. Failure to
do so may result in a $100.00 fine to
that race team.
3.
No dumping of oil, gas, or other fluids
from cars on the Ventura County
Fairgrounds.
4.
Teams must be responsible to move out
their cars and equipment in an orderly
manner as soon as possible at the end of
each event. Do not block entries or
exits. |

Section 5
Inspections |
1.
The method and type of car inspection
and number of cars to be inspected at
any VRA race meet or event will be
determined by VRA Race and Technical
Director.
2.
VRA, its officers or officials, assume
no responsibility for impounded cars.
3.
VRA reserves the right to limit
personnel admittance to any car or
garage in which inspections are being
made; and the VRA Chief Inspector has
the right to limit the attendance to
only the VRA inspectors and two
mechanics assigned to handle the work
necessary to prepare the car for the
inspection.
4.
VRA reserves the right to confiscate and
hold any parts and/or equipment not
conforming to the rules. All cars are
subject to a total tear down at
discretion of VRA Race Director.
5.
No equipment or part shall be considered
legal because it went through technical
inspection unobserved or because a rule
has not been written against it.
Anything not covered in this rule book
is still subject to VRA approval.
6.
VRA reserves the right to subject any
car to a mechanical inspection at the
discretion of VRA official in charge. It
shall be the responsibility of the
driver or car owner to tear down a car
for inspection when requested to do so
by the VRA official in charge. Failure
to comply will result in
disqualification of driver and car. It
will be the responsibility of the car
owner or driver to have no more than two
persons in the impound area.
7.
At the conclusion of each VRA feature
event, the top four cars and drivers, in
each class, shall report directly to the
designated, technical inspection area
for post race inspection. Any car and
driver not going directly to the
inspection area shall be disqualified.
No car may leave the racing premises
until the VRA official in charge allows
the pit area to be open for car removal.
Failure to comply with this rule shall
lead to disqualification.
8.
Any owner/driver driving a car not
conforming to VRA rules and regulations;
Will on the first offense:
a.
Forfeit all points and moneys won for
that night's events.
b.
Owner and car may receive a one race
suspension from all VRA events, at
discretion of VRA Race Director.
Will on the second offense:
a.
Forfeit all points and moneys won for
that night's event
b.
Mandatory two race suspension of car and
owner from any VRA event.
c.
A 200 point deduction from previously
earned VRA season points.
d.
The owner must post a $100.00 bond prior
to the car being allowed to race.
Will on the third offense:
a.
Forfeit all moneys won for that night's
event
b.
Forfeit all earned VRA season points
c.
Mandatory four race suspension of car
and owner from any VRA event
d.
Forfeit of a $100.00 bond from second
offense
e.
The car must pass a complete VRA
technical inspection prior to the cars
returning to race in any VRA sanctioned
event in the future. This inspection
will be done at the convenience of the
VRA Technical Officials and will require
a fee to be paid for its carrying out.
9.
Any driver, not a car owner, driving a
car, found not conforming to VRA Rules,
after a post race inspection, will be
subject to the following penalties.
First offense in any car:
a.
Loss of all earned VRA points for that
event
b.
A one race suspension may be imposed at
the discretion of the VRA Race Director
Second offense in same car:
a.
Loss of all earned VRA points for that
event.
b.
Mandatory two race suspension from any
VRA event.
c.
A 200 deduction from previously earned
VRA season points.
d.
Posting a $100.00 bond prior to resuming
driving in any VRA sanctioned event.
Third offense in same car:
a.
Forfeit all earned VRA season points
b.
Mandatory four race suspension from all
VRA events.
c.
Forfeit of a $100.00 bond from second
offense.
d.
Post a $500.00 bond prior to returning
to VRA competition.
10.
Any driver/owner who refuses to take
his/her car to post race tech inspection
shall, on the first occurrence, receive
the same penalty as if it were their
second nonpass offense. If this is
repeated a second time, the car and
driver shall receive the same penalty as
if it were their third non-pass offense.
11.
Any VRA driver or car owner may appeal a
tech or protest decision. Protest must
be filed on the proper VRA Appeal Form,
available at pit office. It must state
clearly why a consideration should be
granted. All items of the form
pertaining to the appeal must be filled
out completely. It must be received by
the Director of Competition within three
days of the event for which the decision
being appealed was made. Form must be
submitted to VRA Director of Competition
in person or by registered mail
postmarked within the three day time
limit.
12.
Any car that is disqualified from a VRA
event, after any post race technical
inspection, or protest, must pass a
pre-race technical inspection for the
same item that the car was disqualified
for, prior to being allowed to resume
competition. This tech inspection must
take place between the hours of 12:00
p.m. and 3:30 p.m. on the next race date
that the car is entered in to compete.
Failure to comply with this requirement
will cause the car to not be allowed to
compete. If requested, the car may be
checked prior to the event by a VRA Tech
Official. The time and place for this
check is at the discretion of the
official who will conduct the inspection
on the car. If no acceptable time can be
arranged, the inspection must take place
at the track, as previously stated. |

Section 6
Race Procedure |
1.
No driver may enter more than one car
per division per race event, and no car
may be used by more than one driver per
division. Mechanics, pit crew, owners,
or friends of owners may not drive
unless they are registered as VRA driver
members. General members must pay the
added driver fee prior to their driving
any car on the track.
2.
Any car may be driven in any race for
which it has qualified within its
division by any eligible driver. Driver
change will result in the car starting
at rear of field.(VRA drivers become
eligible to race through a process of
heat race and semi main events leading
up to the main event. Any driver who is
eligible for the main event based upon
their heat race and semi main event
finishes may change cars should their
primary car become unable to compete.
The car that they change to must be a
VRA registered car, gone through and
passed tech inspection for the night the
change takes place. No non-eligible
driver may move into the main event by
taking over an eligible driver’s car by
going around drivers that are ahead of
him in the non-transferred order, based
upon their finish order in a semi main
event. In order for a driver to take
over an eligible driver’s car they must
be the next driver in line based upon
the finishing order of the semi main
event.)
3.
A handicap system will be used for
lining up all VRA heat races, semi main
and main events. VRA Sport Compacts and
Jr Midgets will use the following
system, which will be used for all
events except for opening night when a
pill pick will determine heat race
position.
a.
Heat Races will be lined up inverted by
season points or by pill pick number,
with non-point and rookie drivers placed
at the rear.
b.
Those drivers that do not transfer
directly to the main event from the heat
race will transfer to a semi main event
and be lined up in the order that they
finished their heat race with rookie
drivers at the rear.
c.
Main events will be lined up by a pill
pick inversion of either 4,6,or 8 of the
transferring drivers from the heat races
with rookies who transferred starting in
the rear of the invert. Drivers
transferring from the semi main event
will start straight up, after the
inverted drivers and transferred
rookies, based on their finishing
position in the semi main event.
VRA Sprint, Senior Sprints and Dwarf
Cars will be lined up as follows.
d.
All drivers will pick a pill after
registering. The pill will determine
their starting position in their heat
race. The lower the number picked the
higher the starting position earned.
Rookie drivers will be lined up, in
order, by their pill pick number at the
rear of heat races based on their pill
pick number.
e.
Those drivers not transferring directly
to the main event will go to a semi main
event and be lined up as they finished
their heat race. Non-transferring
Rookies will go to the rear of the semi
lined up in order as they finished their
heat behind the non-rookie drivers.
f.
Main events will be lined up after
picking an invert number of 4,6, or 8 by
the winner of the last main event.
Passing points from heat races will be
used to determine the final pre-race
positioning of the transfer drivers who
will then be inverted based upon the
pill picked. Transferring rookies will
start at the rear of the non-rookie
transferring drivers. Drivers
transferring from the semi main event
will start straight up, after the
inverted drivers and transferred
rookies, based on their finishing
position in the semi main event.
In all VRA Classes, if a driver who has
qualified for the main event, is not
able to start the race, an alternate
driver will be added from the drivers
who did not transfer from the semi main
event. This will be done prior to the
first green flag start of the main
event.
In all VRA classes, a driver who has
earned Rookie Contender status will be
allowed to start heat races, semi main
and main events in their earned
position. Rookie Contender status is
granted by the VRA Director of
Competition. It is not based upon a
number of races completed, rather on the
observed ability of the rookie driver to
compete with veteran drivers in a
positive manner.
4.
All drivers must be on time to compete
in the events for which they are
scheduled. Any driver not ready to
compete when called will be placed at
the rear of the race line-up; changed to
a later race; or left out of the
remainder of the day’s racing at the
discretion of the VRA Race Director.
5.
Once the field is lined up and the
starter signals the drivers to be ready,
preliminary laps may be set at the
discretion of the starter, who will then
start the race. Any car leaving the race
track after the start of the preliminary
laps and prior to taking the green flag
will be allowed to compete only if they
present themselves at the track
entrance, ready to race, while the track
entrance is still considered open, prior
to the field taking the green flag for
the start of the race. Those cars so
doing will be allowed to start the race
at the rear of the field. Cars not ready
to enter the field before the track
entrance is considered closed, may not
compete. In the event of a total
restart, the track will re-open to those
cars ready to enter the track prior to
the re-closing of the track entrance
before the field takes the green flag.
No car will be able to enter the field
during a race if they do not take part
in the first, official, green flag lap.
Cars leaving the track during a race may
only re-enter the track during a yellow
caution period or after a red flag
condition, when the yellow flag is
displayed. These cars will be placed at
the rear of the field. If the green flag
was displayed prior to their leaving,
they may return to the track at the rear
of the field only during a yellow or
after a red flag period. No car may
re-enter a race while the green flag is
out. Disposition of cars not in position
will be at the discretion of the
officials. This rule as well as No. 4
will apply on restarts also.
DEFINITIONS:
Track Open- The track is considered open
until the starter gives the field the
one lap to green signal. Self starting
cars waiting to enter the track will be
allowed only when safe to join the field
at the rear as the field passes the turn
four track entrance. Non self starting
cars will be fired off only when safe
and at the direction of track officials.
Track Closed-The track will be
considered closed after the starter
gives the one lap to green signal and it
no longer considered safe to add cars to
the rear of the field.
6.
Any car involved in an incident causing
a re-start flag to be brought out on the
first lap of any race WILL be sent to
the rear of the field prior to the
re-start. Re-start flags will be thrown
at the discretion of VRA officials. All
cars not involved in the incident
bringing out the re-start flag will
re-start the event in their original
starting positions with adjustments made
for the cars put to the rear of the
field. There will be one restart per
event. If the first lap fails to be
completed after one restart, cars will
restart in single file
7.
In the event of a red flag, after a lap
has been completed, cars are scored and
restarted as they crossed the starting
line the last complete lap before the
red flag, with cars involved in the
accident starting at the rear of the
field. If red flag is thrown after
yellow flag has been thrown, the race
will be restarted as cars were scored on
the last complete lap, with the car(s)
bringing out the yellow flag starting at
the rear. In the event that enough laps
have been covered for the race to be
called a complete event, drivers will be
scored and paid for the positions they
would have held in the restart.
8.
At the dropping of the yellow flag, all
cars are to reduce speed and fall into
line. Lineup for the restart will revert
to the last completed green flag lap
prior to the yellow coming out. NO
RACING TO YELLOW FLAG!
9.
Any car involved in an incident that
causes the yellow flag to be thrown
during a race will restart the race at
the rear of the field . All other cars
will restart the race in the positions
held on the last green flag lap prior to
the yellow flag coming out. The track
condition will be considered yellow for
scoring purposes until the lead car has
received the green flag and crossed the
start/finish line to resume the race.
10.
Race will be stopped if the track is
blocked or there is a serious accident,
emergency or unsafe condition. All red
and yellow flags are at the discretion
of the starter or VRA Race Director. In
the event of a red flag, all cars are to
stop as soon as it is safe to do so and
remain stopped until directed to move by
a VRA official or a yellow flag comes
out. Any car that fails to stop in a
safe manner will be placed at the rear
of the field for the next restart.
11.
No repairs of any nature to any VRA car
such as, additions of fuel, water and
oil, changing tire pressure or changing
of tires will be permitted on the track
at any time. Penalty for violation is
disqualification.
12.
All repairs to cars during an event must
be done in the designated work area for
that event, as discussed in the
evening's drivers meeting. After repairs
are made car may re-enter the event only
during yellow flag condition at the
direction of the VRA official at the
track entrance. No re-entry during green
flag racing.
13.
When a race meet is halted due to rain
or curfew and Ventura Raceway must
refund money and/or issue rain checks,
prize moneys shall be paid only in those
events completed.
14.
A minimum of 51 percent of the scheduled
distance of the feature race must be
completed before a race can be called
official. If the race is stopped with 50
percent or less laps run, no purse or
points will be awarded.
15.
No race will be considered official
until the final declaration of finishing
positions is posted. There is then a 15
minute protest period after the posting
prior to results being deemed official.
16.
When time trials are held on days prior
to date of race meet, VRA reserves the
right to seal all engines or impound
cars.
17.
All participants are subject to VRA
rules and regulations when on the racing
premises.
18.
Any and all rough driving tactics will
be dealt with by the Race Director.
19.
Any driver who cuts the infield and
gains a position or makes contact with
another car upon re-entry to the track
and/or does not re-enter the track on
the straight away shall be penalized no
less than one position. A blocked track
or other unusual circumstances will be
taken into consideration.
20.
No cars will be permitted to hot-lap
between events or during intermission.
21.
VRA reserves the right to start the
slowest car or cars, or any car, to the
rear of their events.
22.
All alternates shall be taken from the
qualifying lineup and shall start in the
rear.
23.
Cars may enter the track only through
the entrance in turn four. They may
leave the track only through the exit in
turn three. No car may leave the track
through the turn four entrance unless
directed to do so by VRA official in
charge. Failure to comply with this rule
shall result in a $25.00 fine and may
result in loss of points or suspension.
24.
All rookie drivers must place or paint
an 18-inch yellow band on their rear
bumper or have an easily visible rookie
flag flying from their rear role cage.
This band or flag must be clearly
visible to all competitors and
officials. This band or flag shall
remain on their car until the driver is
told to remove it by a VRA Official. A
rookie driver who has shown acceptable
driving ability may start in his/her
earned position, if approved by the race
director. The rookie stripe will remain
on the car the entire season if the
driver is running for rookie of the
year. VRA reserves the right to waive
this rule for drivers with known
experience.
25.
Any car or driver causing or involved in
an incident that causes the yellow flag
to be brought out, for any reason, two
times during the same race, shall be
required to leave the track for the
duration of that race. (Note: this is
commonly called the two spin rule.
However, it is not only for spins, but
for any incident such as: stalling on
the track, accident, stopping when
involved in an incident, leaving the
track during an event for any reason)
26.
All purse amounts will be paid at the
following race event or mailed to
competitors.
27.
All purse winners will be responsible
for cashing purse checks in a timely
manner. VRA will not be responsible for
replacing checks, not cashed during the
current season. Lost or damaged checks
may be replaced, however, a fee will be
charged to reissue any lost or damaged
checks. No check will be reissued unless
damaged check is returned to VRA with-in
60 days of original issue.
28.
VRA officials have the right to
temporarily change race car numbers to
avoid duplication.
29.
Promoter or track operator may run any
type of race program.
30. No driver changes at any time shall
be made without previous notification to
VRA officials. Any driver who competes
in a car that he is not eligible to
drive shall be disqualified, forfeit all
prize money and points won in previous
race meets, and shall be subject to a
fine and/or suspension.
31.
Drivers coming off the track must slow
down to a safe speed when proceeding
through the pit area. Any driver, or
crew member, racing or driving a car or
team vehicle at an excessive or unsafe
speed in the pit area will be subject to
a fine up to $100.00 levied at
discretion of the VRA official reporting
the offense. Drivers, or crew, who
violate this rule a second time will be
subject to a mandatory $500.00 fine and
suspension from the next two VRA
sanctioned events. A third offense will
result in suspension for the remainder
of the season and loss of all points.
32.
No driver may drive through the center
of the infield at any time during the
running of a race. If a car comes into
the infield, they must follow the edge
of the track until it is safe to
re-enter the race or leave the track
area through the turn three exit. Under
no circumstances may a car re-enter the
track in a turn. All cars must re-enter
the track on a straight portion of the
track. Drivers who do not follow this
safety rule will be subjected to a
mandatory $50.00 fine. Drivers who
repeatedly break this rule will be
suspended with loss of points. |

Section 7
Flag Rules |
Any driver who does not obey the flag
rules and/or radio commands will be
subject to a position penalty,
disqualification and/or fine. Signal
lights are for safety, only flag signals
and radio commands are designated as
official. All flag and light signals are
at the discretion of the starter and/or
race director.
Green Flag
- Start
racing.
Red
& Yellow Flag
- Complete
restart (see Section 5, Rule 7)
Yellow Flag
- Caution, go slow, single file, hold
your position, no passing.
Red
Flag
- Cars Stop! Then proceed only when
directed by VRA officials or Yellow flag
displayed.
Black Flag
- Pull off track for consultation. May
go to the infield.
White Flag
- One lap to go
Checkered Flag
- End of race.
Blue & Yellow Flag
-To let cars know they are being lapped
by the leaders. Move, at the direction
of starter, to safe area of track, to
allow faster cars to pass.
Crossed Flags
- Half-way through race.
Rolled up flag pointed at a driver

This is a warning of a possible
violation that may result in a black
flag being given to the driver.
Green Flag
When the green flag is given by the
starter, the race has begun and passing
may begin. On a yellow flag restart,
cars may start racing as soon as the
green flag is displayed. All cars must
receive a green flag to be scored.
Yellow Flag
1.
The yellow flag signifies caution
because of an accident or hazardous
condition on the track.
2.
When given, cars will slow down
immediately and fall into a single file
line behind the lead car. The field will
not gain a lap on the lead car in the
event the yellow flag is given to a car
other than the leader.
3.
In the event a safety car is used, no
car under any condition may pass the
safety car. Any car passing safety car
will lose one lap. A safety car will
pace field until a green flag is again
displayed.
4.
While the yellow flag is being
displayed, no member of pit crews will
be allowed to cross onto the race track
to contact car or driver. Violation will
mean loss of one lap.
5.
Cars returning to the race course from
the work area while the yellow flag is
out must go to the rear of the field.
6.
Leader is responsible for speed of the
field when under the yellow flag and
failure to slow down may result in
leader being placed in rear of field.
Laps under yellow flag will not be
counted in short races of less than 50
laps.
7.
No pit crew may service or repair any
wrecked or damaged car until the car has
been removed to designated work area.
8.
Cars involved in incidents during yellow
flag laps may be placed at the rear of
the field, at the discretion of the VRA
Race Director. If any work is done to
any car under yellow flag conditions,
they will be put to the rear of the
field.
9.
It is the responsibility of the drivers
to hold their position after passing the
starting line under the yellow flag.
Drivers gaining positions under a yellow
flag will be penalized after the
conclusion of race.
10.
Unsportsmanlike driving under yellow
flag will result in disqualification,
fine or penalty.
Red Flag
The red flag may be used if, in the
opinion of the starter or VRA Race
Director, the track is blocked or there
is a serious accident. The red flag
means that racing is stopped immediately
regardless of position of cars on track.
Cars should remain where stopped until
signaled to move by an official. Drivers
of cars not involved in the incident,
causing the red flag, will remain in
their cars unless directed to get out by
a VRA official. Drivers leaving their
cars without direction, may be subject
to a position penalty, fine or
suspension at discretion of Race
Director. When lining up a race after
the red flag has stopped an event, the
race order will revert to the last
complete green flag lap, with all cars
involved in the red flag incident, who
are able to restart, placed at the rear
of the field. In the event a race ends
under a red flag condition, the race
finish order will revert to the last
completed green flag lap with the cars
involved in the red flag incident placed
a the rear of the finishing cars.
Drivers may exit their car in the red
flag work area only or by direction of a
VRA official.
Black Flag
A driver will not continue in the race
after getting black flagged. He must
slow down and keep clear of all other
cars in the race and pull into the pits
or the infield at the first opportunity
for consultation. Failure to obey black
flag after two consecutive laps will
Result in driver being not scored for
laps completed after that point.
Flagrant disregard for black flag may
result in disqualification. Any car
causing two yellow flags to be displayed
will be black flagged. Drivers may be
black flagged for driving infractions at
the discretion of starter or VRA Race
Director
White Flag
When the white flag is displayed it
means the start of the last lap. The
white flag is a courtesy flag, and is
displayed for information only.
Checkered Flag
1.
All races will officially end with the
checkered flag regardless of the number
of laps completed. Scoring will continue
until the checkered flag is dropped.
Final disposition of any flag dispute
will be decided by VRA.
2.
When the checkered flag is given to the
leader, the balance of the field
receives the checkered flag on the same
lap. Finishing position will be paid
according to laps completed regardless
of whether the car is still running or
not.
3.
Any race stopped due to unsafe track
conditions or weather will be considered
complete if 51 percent of the scheduled
distance has been completed. (See
Section 5, Rule 15.)

Section 8
Special Rulings |
1.
Special rulings may be made for a
certain track or race due to
extraordinary conditions.
2.
Special rulings must be approved by VRA
and must be made known to all
competitors before race meet or event by
means of bulletin, wire, entry blank, or
pre-race meeting.
3.
Special rulings issued from VRA will be
considered as official amendments to the
VRA rules, regulations and
specifications.
4.
Special rulings or changes in
specification will not be in effect in
any VRA racing division until such
rulings or changes are posted at pit
office, and/or issued to members in
bulletin form from VRA. |

Section 9
Protests |
1.
Protests must be filed by VRA drivers
only for alleged violation or infraction
of rules, regulations and/or
specifications pertaining to performance
of vehicle only, as covered in the rules
or entry blank. Protests must be filed
by drivers participating in the race in
which the infraction occurred.
2. All protests must be filed in writing
on proper form from pit office, with VRA
Race Director or his designated pit area
official within fifteen minutes after
completion of the night's racing event
and must be accompanied by a cash bond
of $100.00. Protest forms must be,
legible, completely and correctly filled
out stating the rule being protested.
Failure to do so will result in the
protest being denied. Protest may be
filed for one (1) violation only. Any
violation found as a direct result of a
protest inspection will not be
considered part of the protest for the
purpose of deciding who shall receive
the cash bond. (If car found to be
legal, money goes to protested driver.
If car found to be illegal, money goes
to protesting driver.)
3.
Regardless of the outcome of a protest,
expenses incurred by Raceway will be
deducted from the cash bond.
4.
If expenses exceed the amount of the
bond, the additional costs shall be
billed to the person who protested, if
not upheld, that person shall not be
considered in good standing until all
claims have been settled. In the event
that a protest is upheld, the person who
loses the protest will be responsible
for all reasonable expenses incurred in
connection with the inspection.
5.
Drivers have thirty (30) minutes to
challenge the race results and file a
written protest. At the end of that
thirty (30) minutes all results are
deemed official and no challenges to
them will be accepted or discussed!

director or his designee. |

Section 10
Race Etiquette |
1.
Drivers and crews are to be courteous to
raceway fans at all times. Loud use of
profanity will not be tolerated.
2.
Any harassing or belittling of VRA
employees, Raceway Security and or
Fairgrounds employees will be dealt with
in the strictness of penalties.
3.
At no time is a racer, car owner, crew
member or fan allowed in the tower to
discuss any infraction without
permission. Infraction of this rule
could lead to a fine, ejection from the
event and/or suspension. |
